POP3 Works & IMAP Doesn't

As it stands right now POP3 mail access works like a charm however these same mail accounts can not gain access via IMAP. The IMAP server does not seem to be available at either port 143 and 993. Can anyone tell me what I am doing wrong?

Could it be your firewall rules, Have you tried telnet localhost 143 ?

I just tried telnet localhost 143 on my SERVER and it connected fine but is there something else I should be doing to confirm that IMAP is functioning once I am connected?
