Prevent upgrades from within the admin area?

Is there something I can set in a config file to never show the updates are available link in the web interface? We have support personnel who have clicked through that at times and caused huge issues resulting from the fact that upgrades never seem to work correctly; we'd like to just prevent it from being possible to eliminate this problem.

Try to set source as Local media in Updates source and installation settings.
