Problem with client's backup "Suspend domains" option

When a client schedules a backup, and uses the option "Suspend domains until backup task is completed"
then even hours after the backup is finished, apache doesnt re-load its configuration so when I try to navigate to the websites I get the error that they are not setup/configured in apache/plesk.

If i run /etc/init.d/httpd graceful then it all works.

shouldn't Plesk make apache re-read its configuration after the backup is finished ?
