Problem with fopen , mkdir , etc

Hi , we have some problem with paralles because it´s impossible create files with fopen or create directories with mkdir and other things , never happend this with other control panels

All time receive errors about permissions and impossible do this , we change permissions , and all kind of things but we can´t put solution to this , put php as fast cgi and continue the same

Also change groups and other things we read in these forums

Finally we send our question here for see if it´s possible help with this for fix the problem

In php.ini Safe mode it´s off and also php_opendir , etc

If some people know this and can send us solution thank´s
