Problem with my sql database

Hello people here is the problem, I left my own server a few weeks without care, my updates are manual because I know updates can be problematic sometimes. Nothing was changed, so I cannot understand why the following message appears instead of my plesk page:

ERROR: PleskFatalException: Unable to connect to database: mysql_connect(): Connection refused (auth.php:142)

also on my website the following message appears to me:

Error establishing a database connection

What should I do?

My OS is centos, so I'm a bit green on centos commands since I normally use ubuntu, could you guide me through putty?

Check that your mysql server is up an running at least. Check mysql log too. Hire experienced Linux Administrator or contact Support Team if you are not familiar with it.
