Keep getting this error on the server, CP wont work until i clear the pop up

Error:
Application popup: Warning : PHP Startup: Unable to load dynamic library 'D:\Program Files\SWsoft\Plesk\admin\modules\php_openssl.dll' - The operating system cannot run Warning.
