Problem with Quota's & Web Users

Problem 1, Quota management is for some reason not available throughout the systems. Meaning, when I go to assign an amount of disk usage available for a web user, the option is shaded out with the following noted: Unlimited (hard disk quota is not supported)

The client/domain both have limits set, and I was previously able to assign a quota to a web user (V7.5) so I'm a little lost at this point as to why I am no longer able to assign an amount of disk space a web user can use. :confused:

Problem 2, the web user account seem to be disconnecting after about 5mins of idle activity. How can I change this so that idle web user connections are not disconnected, or increased to disconnect after a longer period of time?
 
Any help with the idle connections being dropped would be very much appreciated.
 
Okay, I fugured out the idleTimeout problem, any ideas on the quota issue?
