Problem Working after Reinstall

Hi ,
after reinstall Plesk Panel 9.5.3 in CENT OS 5.5 in first step removed My SKIN by installer and after Login I can not work in any section in plesk and I can't Use modules like Create a new Email ,... .

Example Error in some sections :
problem System error 13: Permission denied in plesk

My OS : CENTOS 5,5
Plesk Panel : 9.5.3
Installing Type : YUM from Repository
