Problems with multiple feedback forms

I have several pages with a feedback form on each: eg one for feedback, another one for capturing service requests. I have different settings (headings etc) for each. However, after publishing, when a user submits using any one of the feedback forms, the delay period (ie can't submit until xx minutes later) is applied to *all* the other feedback forms as well.

That is, I cannot enter a service request in one form and straight away enter a feedback in another form (unless I set all the delay periods to 0). What can be done to make each of the feedback forms to be independent of each other?

Where does someone change that delay period to 0? Is that in a newer version of Sitebuilder? We are using 4.1 for linux I believe.
