proftpd slow login again

After this update (9.5.1) FTP login is slow (have delay).
All KB is apply, http://kb.odin.com/en/1533 and DelayEngine Off
But, something wrong. Slow login anywhere..

How I can restart proftpd? It's right: /etc/init.d/xinetd restart ?

My config (/etc/proftpd.conf), my OS is Ubuntu Server 8.04

I resolve my problem by my self.

I include this directive in .config file:

UseIPv6 Off

Thank you, this works for me as well. All FTP operations are a way faster now.
