proftpd slow login again

After this update (9.5.1) FTP login is slow (have delay).
All KB is apply, http://kb.odin.com/en/1533 and DelayEngine Off
But, something wrong. Slow login anywhere..

How I can restart proftpd? It's right: /etc/init.d/xinetd restart ?
