Issue proxy mode

Hello,

When I canceled the proxy mode, use nginx only, web_users will not work, showing 404,
http://localhost / ~test_ftp /

It seems that "~" cannot be resolved correctly to the path.

open proxy mode, work normally.

Looks like it doesn't work in "nginx only" case How to connect nginx to work with a directory "web_users"?
Actually, it is very outdated feature and I suppose it works only with Apache.
