PSARestore postgres database %s skipped

I have made a backup of my server with psadump.
When i try to restore on a new machine with psarestore, postgres sql databases are skipped with this message:

Database %s restoration is skipped.

When i run psarestore with -t option (for test) it not recognize that postgresql is running (but it's on) and get me this message:
Database xxxx will not restored. Postgresql is not running.
 
The problem is that you don't have postgres installed and configured on your server.
