Qmail delay on authenticated users

I have a RHEL 5 Server with Plesk 8.2. The problem I have is that whenever one tries to send mail they get a 30 second - 60 second delay before the server lets them log in and send email. I have already searched about and my /etc/xinet.d/smtp_psa already has -Rt0 in its place but the problem won't go.

I now don't really know why the delay keeps persisting. Any help is very apreciated.
