Qmail problem

So... in Services (QMail)is always off.

But seems psa turn qmail on when some on the server sends an emails (?!)

#telnet localhost 25
telnet: connect to address 127.0.0.1: Connection refused
telnet: Unable to connect to remote host

#ps au | grep qmail

then start and whats all...


How can i fix this?
