qmail -- tcp.smtp functionallity

From the qmail documentation, it seems that there should be a file called tcp.smtp, however, it seems that Plesk has modified it so that the file isn't used.

I've seen references to tcp-env in xinited.d/smtp_psa , but I have yet to understand how to translate from qmail to Plesk.

Any help in either locating the file (tcp.smtp), or modifying Plesk to provide the same functionality would be much appreciated.
