1.b.) Let me refer to well working howtos that we currently use to offer PHP 5.3 for Debian and Almalinux (8)

I am afraid, I was unable to understand the statement/question. Do you mean to say that there's no issue running PHP 5.3 on Debian/AlmaLinux without ELS? If you can elaborate and provide more details it will be greatly appreciated.
The release is planned for the end of Q2. However, there might be a delay and it could be potentially postponed for Q3. At this point, I cannot firmly confirm the exact date.
With optional you really mean optional, or that customers are again enforced to consume the service when they use old PHP.
What I wanted to say is, that there are now good PHP 5 versions available for modern releases of both Alma and Debian operating systems.
Thank you for your reply. It will be optional addition you can choose if needed, it won't be mandatory if you are running the said PHP versions on your server(s).
I am assuming you are referring to OS ELS that is mandatory for Plesk partners. Core functionality and stability of the panel depend on the OS, whereas running outdated PHP can mainly affect specific app features and can be worked around, hence it will be optional.
