Resolved Rails 6.1 fails to start

I have a functioning rails 6.0.3.4 app on Ubuntu 18.0.4, but updating the Gemfile to:
gem "rails", "6.1.0"

causes the app to fail to start when running bundle install via Plesk

this was a config issue with my app.
all is good now
