Remove suspend / unsuspend domain

How can I remove the suspend / unsuspend domain option for Client user and Domain administrator user?

Edit: Added screenshot of function. Is there some way that I can disable or remove these buttons with permissions or hide them?
I don't want the client to be able to disable or enable his domains.
