Resolve error: rndc: connect failed: 127.0.0.1#953: connection refused

Hello everyone,
Restarting Plesk PSA appears this error in Plesk v-12.5.30
# service psa stopall
# service psa start

This Error:
# rndc: connect failed: 127.0.0.1#953: connection refused

Anyone know if this is an error in Plesk or have any idea how to fix it?
