restore problem from dedicated server with Plesk 9.5 to a VPS server with Plesk 10.3

Sorry for my bad English, I have a problem with restoration and i don't find the solution

We are trying to restore a backup file from our older dedicated server with Plesk 9.5 to a VPS server with Plesk 10.3
The backup file is a full server backup. The installation of the VPS is a clean installation, only the first informations and the license key are endeared.

When we try to restore it with the command
/usr/local/psa/bin/pleskresotre --restore /var/lib/psa/dumps/backup_file.xml -level all -map map
the restoration finishes succesfully but when we login in to plesk panel we don't see anything in domains or custommers or anywhere else.
the log file is the following:

Valid SSO information does not exist in Plesk and in backup file

Execution of /usr/local/psa/admin/plib/api-cli/mailserver.php --add-to-white-list 127.0.0.0/8 failed with return code 1.
Stderr is
An error occured during operation with white list: Unable to add requested ip(s) to white list: IP address/net mask pair is invalid.



After that we try to restore it again but now from the plesk pannel.
we select to restore:

Server settings
Administrator account configuration
Administrator's domains
Administrator's customers Resellers


with the option: Ask me what to do if conflicts occur during the restoration.

Define IP Addresses Mapping
IP Mapping
Old IP Addresses New IP Addresses
79.98.64.17 IP address not found
79.98.64.16 IP address not found
79.98.64.20 IP address not found
79.98.64.18 IP address not found
79.98.64.19 IP address not found
79.98.64.22 80.92.69.61

When we hit next the screen changes showing that Conflicts Occurred During the Restoration Process saying that everything already exists in the Panel
all domains, all mail accounts, all users, all roles

Hitting next the restoration process continue and the same log appears that all domains have been excluded from restore.
