Restoring data with only databases and userdata

Our server was compromised and we are basically left with only the /var partition. Luckily this has our psa and user databases as well was all site data. However, /etc and the other paritions are gone :( We had a copy of the server from a few months back so we are copying the site data currently. What is the best way to go about restoring the psa database? Will this repopulate files such as /etc/named.conf and /etc/passwd with the data created since the copy was performed?
