Question Restricted Mode in action?

Hi!
I dont get my head arround the "Restricted Mode". I hope I understand it's intention but neither can I get it running nor do I understand this mixing up with this hidden Service Plan.
Can anyone recomend a Video showing this how it works? Can't find any on YouTube.
