  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

Question Security hardening and backups

Yes it will, the hardening is usually better done after the sites completed and requires little or no editing, the restrictions put on certain directories will indeed break Duplicator or any other similar backup/cloning tool. I'd disable them while you use Duplicator then re-enable them after.
 
Actually it depends on Duplicator plugin implementation. I don't think these security restrictions should cause any issues, but who knows. The only way to know is to install the plugin and actually try backup/restore/move.
