Hello,

I have run the repair kit with no result.

and below commands

"%plesk_cli%/repair" --repair-all-webspaces-system-users

"%plesk_cli%/repair" --regenerate-web-server-users-password

"%plesk_dir%\bin\repair.exe" --repair-all-webspaces-security

"%plesk_cli%/repair" --synchronize-impersonation-storage

Any help with this would be most appreciated.

Looks like Plesk's python installation is corrupted.
I suppose that this can be solved by reinstalling the plesk-python.msi package.
You can try to repair Plesk with:

plesk repair installation

and then contact Plesk Support Team if the repair does not help.

I can't reinstall because plesk-python.msi is installed, I did "plesk repair installation" but the same problem persists.

The errors you were having were caused by corrupted Plesk bin files. There were several bin files with 0 KB size:
After deleting those files, I was able to successfully accessing backup interface and creating a new test domain:
