Issue Server very slow - procedures

hi fellas, my server is very slow, and i dont know the procedures to start an investigation,

could you guys help me with some tips?

i perform this:

df -h
top
free -m
and check inside of Plesk hardware monitoring.
iptables is enable

According to the output, none of the server processes is consuming a lot of CPU power.

Did you check your internet connection and the route to your server by a traceroute? Maybe the issue is not on your server, but on the route?
