Server-wide backup and domain-level backup

1. Is the backed up content done by captioned backup methods different? Do both of them use PMM to do and produce same backup content?
2. Is there a convenient way to uncheck "Suspend domains until backup task is completed" option in the backup manager for ALL domains registered in plesk panel by using a server policy, for example?
