Server wont display custom file extensions ... get 404 errror

I have a customer attempting to use custom file extensions (example: testfile.xyz), when attempting to go to the link via the web it returns a 404 Not Found error and were assuming its due to the .xyz file extension not being allowed. We have verified that the files and linkage are properly pointing to the location of the file but it still kicks back the 404 error.

We are running the latest build of Plesk on a Windows 2003 dual quad core server, any help would be greatly appreciated in resolving this issue.
