Resolved Setting Global Nginx rules!

Hello,

Is here anyway to to set nginx rules for all clients ?!

example if i want to set those rules

# =========================================
# "ANTI-SAPHYRA."
# =========================================
if ($args ~* "(.{1,})=(.{1,})" ){
rewrite ^/$ /444_rewrite?;
}
location /444_rewrite {
return 444;
}
# =========================================
# END SAPHYRA.
# =========================================

to all nginx configs files how can i do it? or only way is to edit them one by one?!
