Setting Up Web Hosting Control Panel from Reseller

From the resller account, How can I set up Web Hosting account for my client? I am giving an example for your clear understanding.
In general , WHM is located in port no 2086 , so it is used for reseller. & web hosting users port is 2082.
Now,
after craeting an acount, throgh WHM. users get a control panel in 2082.From that panel cpanel in 2082 users can add domain, etc. so my question, how can i set up this type for hosting user?
