sitebuilder template has no side menu

hello,

I just upgrade to SB4.1 from SB3.2.1 and installed new site template package for SB4.1, I tried to use its templates to make a web page, but no side menu displayed, only top and bottom menu, (I tried all templates with 3 menus, but all have no side menu) it's suppose to have side menu but no, from page design, the template has side menu. I used to use SB 3.2.1, it has side menu displayed. what's wrong?
