SpamAssassin default to on for new mail accounts

How can I make SpamAssassin default to "on" for new mail accounts for all domains? Currently, new accounts do not have SpamAssassin enabled. Doing this manually every time is tedious.

click on "Add new event"

Event: Mail account created
Priority: lowest
User: root
Command:

/usr/local/psa/bin/spamassassin.sh -u <new_mailname> -status true -hits 5.00 -modify-subj true -modify-subj-text [SPAM][_SCORE_] -reject-spam true

my command sets score to 5 (you must use float here always!) and marks mail subjects as [SPAM][X.XX] and also deletes from user's inbox.

if you only want to mark messages then use:

/usr/local/psa/bin/spamassassin.sh -u <new_mailname> -status true -hits 5.00 -modify-subj true -modify-subj-text [SPAM][_SCORE_]
 
Specifically, the syntax is this, right? (I'm assuming yes, since it works.)

/usr/local/psa/bin/spamassassin.sh -u $NEW_MAILNAME -status true

I left out the other switches, so it will use the default.
