SpamAssassing 'Allow Personal settings' greyed out

Server > Mail > Spam Filtering > Allow Personal settings

That option is disabled and says "(Spam Filter is disabled: the mail server does not support spam filter settings on mailbox level.)". I can't find any information on why. Is this a license issue? Configuration? Something else? I want to be able to control the spam settings at a domain or user level.
