Client asks if I offer SSL or shared SSL and is it free. Can I offer this through Plesk Default SSL? If so, how does client use it?

If not, must SSL be puchased and installed?

The ssl resource is free but the certificate is not.

the better option is buy the cert and deploy to the clients.
 
You can create 'self signed' certs which do not cost anything, but browsers will still bring up at least one warning message, since the cert is self signed, not certified by one of the Certificate Authorities.

If your client just wants free certs/SSL you can do this, but it's not as professional and you (the host) miss out of additional possible revenue.
