Suspended Accounts or Domains

Instead of the default plesk page, a Sitebuilder page appears when a domain or account is suspended. A installtion page to install Sitebuilder appears. Is this normal?
I dont think its safe i also dont seem to have a sitebuilder license, so why does this appear? Should a Default page appear? How doi customize this if its not normal.
