There are 2 concepts: activate/disable, and suspend/unsuspend.
They are described here: Website Status
If you stop maintaining a website, you can disable it using Websites & Domains > domain name > the Disable link. Visitors will see the web server's default page set by the hosting provider, and the site's search engine rankings will drop.
Looks like you have disabled domain, instead of suspending it.

Thank you for your response. I decided to unsuspend the subscription and manually test the suspension (per your explanation) and then noticed the it was saying the domain was disabled.
It looks like when we migrated from the Plesk 12.0 server to the Onyx 17.0 server, it disabled the domain.
I have now activated the domain and suspended just the subscription and it's behaving as expected.
