System Services with Red X'es

We have a Plesk VPS and after logging into Power Panel, inside infrastructure manager >> system services, we see red x'es beside named and smb. These services cannot be started. Is this normal?

Anyone know the answer to this?

what happens when you try to restart named within the VPS itself, at the command line?

service named restart

Also Plesk has its own service status page. What does it report for named?

smb is sambam I think, and isn't necessarily installed or configured.
