Plesk is installed on a VPS with Linux Ubuntu 18.04.
I'm getting a new VPS with Ubuntu 20.04, again with Plesk.
I would like to migrate domains, Joomla, Wordpress and mailboxes.
On the current Plesk I have only the Admin user.
On the new Plesk I would like to create users so that they can manage their own websites independently.

How do you advise me to proceed?
 
Just perform the migration, then assign needed subscriptions to the created user on new Plesk.

All domains have a subscription. Isn't their subscription created when they are migrated?
If so, how do I assign users' subscriptions for self-management?
 
It doesn't matter for which user the subscriptions will be migrated.
Just then select the ones you need in the list of subscriptions, click the button "Change Subscriber" and assign to the needed subscriber.
