tomcat file upload issues

Hi..

My tomcat application is generating an error whenever a file is tried to be uploaded

Error in File Uploading Error :- java.security.AccessControlException: access denied (java.io.FilePermission C:\Documents and Settings\Desktop\test.doc read)

what could be wrong.. ?
