Unable to decrypt backup. Specified key is not suitable.

Big Problem!

Yesterday our server crashed and we had to do a complete reinstall.
After that I copy the latest Backup to the server and try to import it, but it says: Unable to decrypt backup. Specified key is not suitable.

I read some articles, but I NEVER USED A BACKUP PASSWORD!!!

Ist there a workaround? I don't want to tell about 500 People how to change their passwords.
