Unable to Pubilsh website via FTP

I have set FTP be the pubilshing mode while creating new site.
One host is set for this site and FTP is ready.
However publishing fail and only XCOPY left for selection. And show "Unable to configure settings for FTP or VPS publishing modes. No hosts are currently available."
How can I solve this problem??

I want to store the website in the FTP of www.whtest.imsbiz.com.hk/httpsdocs/test2
what should be input in "Working Directory" and "URL"??
