Unable to read Control Panel configuration file

I'm unable to access my plesk control panel .
its giving this error "Unable to read Control Panel configuration file";

tried all available solution for permissions but the problem remains.

please help!!

Looks like there are incorrect permissions. Try to fix it with Plesk reconfigurator. Reading this KB article also may be useful - http://kb.odin.com/en/3537

Hello,
i have done all these steps but the prblem remains. then what i did is tries to update the plesk to 12. ( latest) but it stuck in middle..
now the update is done but its not working.

The Plesk 12 updates has been already done (from plesk 11.5.30 to plesk 12.0.18)

NOW the plesk panel has crashed during the plesk upgrade and now your plesk panel is not working.

please let me know...
