Unable to use FastCGI/CGI

I am using a new installation of Plesk that I just updated to 10.1.

When I change domains to use FastCGI or CGI, nothing happens and PHP still just runs as an apache module.

If I force PHP to run as FastCGI through vhost.conf, it will not load my custom php.ini even though I have the wrapper setup to do, sessions will also not work, and scripts will still have problems writing to files.
