Question Updating OpenSSL and cURL

Hello, we have a couple windows 2008 r2 SP1 servers running plesk 11.5.x We need to update the OpenSSL library that php uses as well as cURL. Does anyone have instructions for doing this as it relates to a web server running plesk and php sites?

Current version of OpenSSL: 0.9.8
Current Version of cURL: 7.36

This is needed for the changes PayPal is making by disabling TLSv1 and TLSv1.1 for their payment gateway.

Any help is appreciated.
