upgrade 8.1--> 8.3 OK but VPS slow

upgrade went fine (as for now), all services up and running.

But the VPS often hangs, cpu usage is very low: 0.9%. a SSH session also hangs sometimes up to 10 seconds.

is there a way to find out why causes this?
