A simple 'hats off' post to Plesk, because for us, this upgrade is without doubt, the best so far.
We tried an earlier preview Obsidian release, but there was still a few bugs present back then, plus we were pretty keen to upgrade, only when TLSv1.3 was fully suported within sw-cp-server i.e. the Plesk Panel itself as well as all of the public areas.
The Obsidian GA 18.0.20 release delivers everyting really; No bugs (for us) and as clearly shown in the Obsidian ChangeLog if you're running Ubuntu 18.04 LTS, then: In Plesk on Ubuntu 18, sw-cp-server is now compiled with TLSv1.3. (PPP-44542) We had a couple of our own setup customisations that needed adjustments for Obsidian, but those are all complete and run perfectly, just as they did in Onyx. Finally; mail is also TLSv1.3 in Obsidian too (because of the associated package upgrades that are officially suported) so Obsidian has become, a complete, up-to-date package (for us) @Anthony
