Upgraded from 8.6 to 9 and cannot add domains

I used Plesk's update tool to upgrade to 9.0 from 8.6 today. I try to create a new domain, and I receive an error:

Error: There are no resources of this type (domains) available from your Service Provider. Requested: 1; available: 0. The notification has been sent to your Service Provider.

This was a fresh install of 8.6 today, then I realized 9.0 was out, so I updated to that. I had no existing issues with my system and plesk.

Has anyone run into this issue?
