Issue Upgrading From 11.5.30 to 12.5.30

Hello,

I want to upgrade Plesk 11.5.30 to 12.5.30 the server's OS is windows 2008 and after failing I cannot login to the panel.
I decided to install new server and transfer the domains and data to the new server But I cannot use migration tools and I cannot even run backup utility from CLI.

My Plesk 11 license expire in few days and I don't know what should I do.
