uploading a file in File Manager

I'm getting the below error whilst trying to upload a file within the File Manager.

Unable to upload i-webtest.htm to /httpdocs/i-webtest.htm: Usage: filemng user [OPTIONS]... cat list file cp copy files or directories chmod unsupported mv move files or directories touch change file or directory time rm remove files or directories rmdir remove directories mkdir create directory or intermediate directories file print file type list list directory cp2tempnam create unique name & copy file_exists check existance --permissions list or set file's rights realpath get path subtree get XML directories subtree

I can upload via FTP fine

..what could cause this error within the File Manager...the problem seems to be server wide.
