Seriously, Plesk seems to lack a good user community, fan-site call it what you want. but all there is, is this forum.

Would someone like to start one?

We need a public bug tracker and an up to date knowledge base.
 
I'll start one.

I can purchase a domain and start creating it.

What should it be called and what should it do?

I have also received a mail from another interested. He has already a very good domain for it...

public bugtracker, uptodate knowledgebase, links to plesk resources.. thats what we need for a start. and advertising of course, without interested participating plesk users it's for nothing.

Absolutely great idea. I'd recommend Mantis for a bug tracker.

Maybe a wiki-type thing too.
