When try use utility certificate like http://download1.parallels.com/Plesk/PP11/11.5/Doc/en-US/online/plesk-win-cli/

Unable to create certificate "Site Certificate": file .cert dose not exist

Maybe need to correct to "does not exist"

There are many other methods of authorization. Really, leaving comments with your notices would be more effectively because these comments are handled by documentation team.
